การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาแนวทางการกำหนดเป้าหมายและตัว ชี้วัดของการดำเนินงานสร้างเสริมสุขภาพของ สสส. ด้วยการวิเคราะห์ต้นทุน-ผลได้ (Cost-benefit analysis) โดยการนำข้อมูลจากการวิเคราะห์ต้นทุนความเจ็บป่วยด้วยวิธีอุบัติการณ์ (Incidence-based, cost-of-illnessanalysis) มาใช้ ทั้งนี้ทำการวิเคราะห์ใน 2 แผนงานของ สสส. ได้แก่ แผนงานการควบคุมการบริโภคยาสูบและแผนงานการควบคุมการบริโภคเครื่องดื่ม แอลกอฮอล์ สำหรับต้นทุนที่ครอบคลุมในการวิเคราะห์ ได้แก่ ต้นทุนการสูญเสียผลิตภาพจากการเสียชีวิตก่อนวัยอันควร และการสูญเสียผลิตภาพในการทำงาน ทั้งนี้มูลค่าต้นทุนแสดงเป็นมูลค่าในปี 2553
